The Aggregate Threshold
The FBAR (FinCEN Form 114) is required if the aggregate value of all your foreign financial accounts exceeded $10,000 at **any time** during 2025. This includes joint accounts, signature authority accounts, and even zero-interest checking accounts. Even if you hit $10,001 for just one day, the filing requirement is triggered.
Reporting Highest Balances
You must report the highest balance in each account during the year. LSI keywords include 'FinCEN 114,' 'Foreign Bank Account Report,' and 'BSA E-Filing.' The conversion should use the Treasury Reporting Rates of Exchange for December 31, 2025. Penalty for non-willful failure to file can exceed $10,000 per violation.
